Council advances 276-unit Lincoln Street project, resets fire station fight

MARLBOROUGH — May 9, 2022 — Marlborough City Council advances 276-unit Lincoln Street project and resets fire station standoff with mayor. The council heard a special permit application from Alta Marlboro LLC, a Wood Partners affiliate, for a 276-unit mixed-use development with 10,074 square feet of retail and a 448-space garage at the head of the Assabet River Rail Trail; a Fougere Planning analysis projects more than $700,000 in net new annual city revenue. Council President Michael H. Ossing offered a "do-over" motion, approved 9-0, asking Mayor Arthur Vigeant to resubmit a corrected $5,092,666.66 acquisition order for 100 Lock Drive and a separate $1,422,500 transfer to the west side fire station stabilization fund; veto override votes were postponed to May 23. The council approved a $5.175 million street bond 9-0, defeated a $500,000 Sligo Hill water tank bond 1-8 pending an ARPA discussion, and approved a $1,448,100 free-cash capital transfer after amending it to condition the spending on the mayor sending down the stabilization-fund transfer. A balloon test for the Alta project is set for May 18 at 5 p.m.
