MARLBOROUGH — Planning Board endorses Forest Street zoning with nine conditions. Chair Sean N. Fay and the six-member board voted unanimously to recommend conditional approval of the proposed Forest Street Residential Overlay District zoning amendment to City Council, requiring nine specific modifications including limiting garden-style apartments to 400 units, increasing perimeter setbacks from 20 feet to 50 feet, and restricting building height to 60 feet maximum.
The board also required retail and mixed-use components in the first building phase, recommended underground parking and public walking trails, and suggested a balloon test to evaluate visual impact. The board separately endorsed performance agreements for two ongoing subdivisions at 547 Stow Road and 0 Stevens Street and set June 22, 2026 as the hearing date for amended board rules.
