Finance Committee advances $10.27M road bond, WMCT-TV transfer

MARLBOROUGH — January 30, 2023 — Marlborough Finance Committee advances $10.27 million road bond and $100,000 WMCT-TV transfer. The committee voted 5-0 on each order Monday and recommended the City Council suspend its rules on the capital bond, which Mayor Arthur Vigeant said was needed to lock in contractors before competing communities bid. The package includes $8.77 million for street and infrastructure work, $1 million for water and $500,000 for sewer, covering Gleason, Russell, Crescent, Liberty, Spring, Hayes Memorial, Francis and a Main Street segment tied to a $3 million MassWorks grant. Vigeant pledged to use future state ARPA funds to rescind or reduce the bonds. The separate $100,000 PEG transfer to the Marlborough Cable Trust is timed to keep the nonprofit's annual revenue below the $500,000 audit threshold, saving an estimated $5,000 to $7,000. Director Ryan Mila said WMCT-TV now hosts 13 regularly filming shows. "WMCT TV is priceless," said Councilor Samantha Perlman.
