Marlborough Finance Subcommittee Creates Water and Sewer Fund, Approves $3 Million in Actions

MARLBOROUGH — June 14, 2021 — Marlborough Finance Subcommittee approves new sewer fund and $3 million in spending actions. The five-member panel voted 5-0 on all seven agenda items at its June 14 meeting, establishing a new water and sewer revolving fund under city code Chapter 67, Section 26.1 to capture developer connection fees for infiltration and inflow remediation — a problem Mayor Arthur Vigeant and City Engineer Sean DePercio characterized as a multi-million-dollar citywide obligation worsened by growing commercial development. The committee also set FY2022 spending limits for four revolving funds totaling $1.04 million, approved a $2,411,912.77 year-end transfer package that included $1,042,000 for the snow and ice deficit and $732,937.77 from an insurance claim for a wind-damaged composting building roof, and approved a $546,738 operating budget for the Marlborough Economic Development Corporation, whose Executive Director Meredith Harris reported that MEDC helped add 400 jobs and 200,000 square feet of commercial occupancy in 2020 and is currently in discussions with a developer interested in the city-owned Lincoln-Mechanic Street parcels downtown.
