Board of Health defers tobacco ban, flags Hudson transfer station concerns

MARLBOROUGH — Board of Health defers flavored tobacco ban pending state consultation. Chair James Griffin and Vice-Chair Joseph Tennyson, MD, led the board's decision to postpone implementation, citing concerns that SNP smell-based testing is too subjective and burdens limited staff. The mayor will consult state representatives on alternative enforcement approaches.
The board directed Director Paul Dinwoodie to clarify whether Hudson's transfer-station air-impact assessment correctly identified a Marlborough truck-exclusion-zone intersection as the worst-case emissions location. Members unanimously approved prior meeting minutes (2-0). The board introduced state SAPHE 2.0 standards and assigned completion of a Workforce Standards Survey by April 10, 2026.
