Council attaches conservation conditions to 401 Elm Street warehouse permit

MARLBOROUGH — August 18, 2025 — Marlboro councilors amend 401 Elm Street warehouse permit, delay vote to Sept. 8. The City Council voted 9-1 Monday to attach two conditions offered by Ward 3 Councilor Robert Preciado to a proposed special permit for a 203,500-square-foot warehouse at 415 Elm Street: a perpetual deed restriction on the undeveloped remainder of the property and a one-time $15,000 payment to the city's Conservation Maintenance Trust Fund. Multiple councilors said they would still vote no, citing 24/7 operations and minimal tax benefit. Councilor Kathleen D. Robey said the developer plans to "clear-cut the property as much as they can." The order was referred to City Solicitor Jason Grossfield for a final vote Sept. 8. The council separately reappointed Police Chief David Georgie through 2029 and accepted Fire Chief Kevin J. Breen's retirement notice effective Jan. 30, 2026.
