Marlborough City Council cleared nine items in an 11-minute meeting before entering closed session over pending litigation. Councilors voted 10-0, with Matthew Sargent absent, to refer a master concept plan for the 121-acre "Campus at Marlborough" — including a state police crime lab and up to 400 housing units — to the Urban Affairs Committee. The council also certified $9,511,728 in free cash, approved a $74,000 transfer to the West Side Fire Station Stabilization account, and filed a report showing the city's municipal aggregation program saved residents $85,220 last quarter and more than $38.7 million since 2007.
Vice President Sean A. Navin said the savings margin narrowed because of "a fairly significant decrease" tied to winter ancillary service charges. The council withdrew, without prejudice, a long-pending National Grid utility pole petition on Hildreth Street.
The meeting ended with a 10-0 roll-call vote to enter executive session on litigation brought by the Gutierrez family trust against the city, with no public reconvening afterward.
