Finance Committee unanimously recommends 20-year TIF for Moderna Marlborough plant

MARLBOROUGH — May 1, 2023 — Marlborough Finance Committee unanimously advances 20-year TIF for Moderna biomanufacturing plant. The committee voted 5-0 on May 1 to recommend a tax increment financing agreement with Moderna TX Inc. covering the purchase and build-out of 149 Hayes Memorial Drive, a 140,000-square-foot speculative biomanufacturing facility set to expand to roughly 200,000 square feet. Moderna committed to a minimum of 200 permanent full-time jobs and a total capital investment estimated at $322.2 million across phases delivering in 2024 and 2025. Senior Vice President of Manufacturing Scott Nickerson said Marlborough was chosen over other Northeast sites because "Greenfield was not on our list. It was Brownfield for us." Council President Michael Ossing argued the deal would attract "ancillary companies that we don't even know their names yet" to a cluster already including Boston Scientific, Cytiva, Hologic and Sunovion. The agreement and an accompanying certified-project resolution now head to the full City Council.
