Marlborough council approves 57 Main Street site plan 7-3 with new parking and design conditions

MARLBOROUGH — April 10, 2023 — Marlborough council approves downtown 99-unit project 7-3 after attaching parking and design conditions. The City Council on April 10 approved a site plan from JW Capital Partners LLC for 57 Main Street after Urban Affairs Chair Kathleen D. Robey introduced amendments requiring a minimum of 60 on-site parking spaces, barring residential use of the city-owned 55 Bolton Street lot, and requiring building plans to demonstrate compliance with Marlboro Village District purpose and design standards under Section 650-34. Vice President Sean A. Navin, who voted no, said the project as filed would provide only 32 percent of required parking, rising to 35 percent with a ZipCar credit, versus 65 percent at Eon Main and 67 percent at 28 South Bolton Street. Robey told colleagues she was "instead offering the following amendments" after concluding outright unit reductions could not be negotiated. Councilor Dumas recused, citing an abutting family property. Earlier, the council unanimously approved a 12-bed rest-home expansion by Alliance Health and Human Services at 720 Boston Post Road East.
