Marlborough council sets FY23 tax rates, approves PI Physik Instrumente TIFF

MARLBOROUGH — December 5, 2022 — Marlborough sets FY23 tax rates and locks in a $4.9 million PI manufacturing relocation. The City Council unanimously adopted a residential factor of 0.8237 and a CIP shift of 1.45, producing rates of $11.54 residential and $20.32 commercial-industrial-personal property. Principal Assessor John Belade said citywide value rose 12.24 percent to roughly $7.8 billion and the average single-family tax bill rises $199 to $5,856; the average condominium bill drops $34. "Values are up, the rate's going down," Belade said. On a suspension of the rules, councilors voted 11-0 to approve a 10-year TIFF with PI Physik Instrumente LP, which will invest $4.9 million at 130 Lizotte Drive, relocate 64 jobs from Auburn and Hopkinton, and create 40 more. The council also confirmed Mayor Arthur G. Vigeant's HR Director appointment of attorney John Harman and referred a special-permit application for an All for Fur Love dog-grooming shop on Lincoln Street to Urban Affairs after Councilor Kathleen D. Robey questioned whether the RB-district site qualifies for a non-conforming commercial use.
