Marlborough Finance Committee recommends 20-year TIF for State Police crime lab

MARLBOROUGH — May 14, 2025 — Marlborough Finance Committee backs 20-year TIF for $200 million State Police crime lab. The committee voted 4-1 Wednesday to recommend the agreement with Greatland Realty Partners and the Commonwealth for a 200,000-square-foot facility at 100 Martin Angelo Drive, projected to bring 300 permanent jobs, 50 of them new. Kevin Sheehan of Greatland said construction starts in early 2026 with a 2028 opening; the building will be LEED Silver with rooftop solar. Councilor Donna Garr Oram dissented, calling 20 years "a long time" amid tightening city finances, but Council President Michael Ossing noted Marlborough sits roughly $60 million under its levy limit. The committee also voted 5-0 on a $35,000 Ghiloni Park pavilion earmark, a $50,000 vehicle earmark covering a $44,735 Ford Explorer, and DPW salary schedule changes covering four leadership positions, three of them currently vacant.
