Urban Affairs advances Campus at Marlborough deal with $440,000 mitigation package

MARLBOROUGH — November 9, 2021 — Marlborough Urban Affairs sends Campus at Marlborough deal to full council with $440,000 in mitigation. The committee voted 5-0 Tuesday to advance Greatland Realty Partners' master concept plan and development agreement for the Results Way overlay, covering a 120,000-square-foot biomanufacturing building, a 100-unit AvalonBay residential component and an expanded Craft Food Halls restaurant. Chair Kathleen Robey led the committee through a section-by-section review and declined to insert the mayor's proposed occupancy linkage tying residential permits to commercial completion. Ward 3 Councilor Kathleen Dumas pressed for stronger phasing protections, saying she had to "advocate for" constituents on traffic and sewer impacts. Greatland and attorney Peter Tamm agreed to raise the public-safety contribution from $25,000 to $100,000, with $25,000 due at signing and $75,000 upon the earlier of the first non-residential occupancy or 36 months. The package also includes $300,000 tied to the residential building permit and $40,000 for a Simarano Drive corridor study.
