Urban Affairs Committee approves $25,000 cash-in-lieu fix for Route 20 speed signs

MARLBOROUGH — April 7, 2025 — Marlborough's Urban Affairs Committee unanimously advanced an amended special permit for the 140-unit 339 Boston Post Road development. The 5-0 vote rewrites Condition 8C of the September 2022 permit, swapping a requirement for radar speed signs on Route 20 — which MassDOT refused to authorize — for a $25,000 payment from Procopio Companies into the city's McGee Farm Mitigation Stabilization Account, established last November. City Engineer Tom DiPercio concurred with the revised language, noting MassDOT will run its own speed study once the Route 20 reconstruction and the Procopio build-out are complete. Councilor Doucette, who moved approval, said the city had been "fighting the state tooth and nail through this entire process." Procopio representative Cara Ciccarelli said the project is on track to open this fall. The amendment now goes to the full council via the solicitor.
