Urban Affairs Committee recommends Nickerson Road outdoor storage permit, 2-1

MARLBOROUGH — December 11, 2025 — Urban Affairs Committee splits 2-1 to recommend a special permit for outdoor storage at 1000 Nickerson Road. Attorney Gemma Cashman, representing JC Residential and Light Commercial LLC, and Dante Angelucci of Lincoln Property Company told the committee they spent $1.5 million building out space for a multinational tenant after a two-year vacancy, relying on Building Commissioner Bill Payton's determination that the use qualifies as light non-nuisance manufacturing. Chair Kathleen Robey, citing the city solicitor and three former 2005 councilors, argued the disputed "and" in Section 650-18A note 26 narrowly limits outdoor storage to MHQ-type vehicle assemblers. Council President Ossing, who served in 2005, disagreed: "I was on the council in 2005." The committee added a fence-permit condition; Robey voted no. A full council vote is expected at the second January meeting.
