Urban Affairs refers 1997 Village Drive deed restriction to solicitor for release

MARLBOROUGH — April 17, 2024 — Marlborough Urban Affairs sends 1997 Village Drive affordable deed back to legal and tables Royal Plaza sign question. The committee voted 5-0 April 17 to refer to the city solicitor a request from attorney William Bruin to release a low-income deed restriction on Robert Ledoux's unit at 66 Village Drive, one of two affordable units in the 102-unit over-55 complex whose designations were never filed with the state DHCD. Bruin said Ledoux, 82, has paid full property taxes for 20 of 25 years — over $40,000 — and full square-footage common-area fees while unable to obtain a resale certificate. Ward Councilor Beidle said it was "time that the city just makes it whole." On a separate item, the committee voted 5-0 to table Building Commissioner Tom Tue's recommendation to reclassify a Best Western Royal Plaza EMC sign replacement as a repair permit, after the chair questioned whether a 1989 Planning Board variance actually authorized an electronic message center.
