Urban Affairs Committee unanimously backs outpatient addiction clinic at 400 Donald Lynch Blvd.

MARLBOROUGH — April 29, 2024 — Marlborough Urban Affairs Committee unanimously backs special permit for Donald Lynch Boulevard addiction clinic. The committee voted 5-0 on April 29 to recommend approval of a 105 CMR 164 non-residential outpatient substance-use and behavioral-health program at 400 Donald Lynch Blvd., including a waiver of the city's 1,000-foot school buffer as an ADA reasonable accommodation. Assistant City Solicitor Jeremy McManus advised in writing that the buffer was "susceptible to legal challenge under the ADA" because comparable medical and dental clinics face no such distancing requirement. Attorney Tyne told the panel his client now wants to operate the space under existing affiliate Metanoia Recovery LLC, doing business as Meta Addiction, citing leasing and insurance-contract delays. Co-founder Aristotle Nikolaou said a smoking area would be set deep in the rear parking lot with a bucket ashtray. The permit will issue in Alta Behavioral Health's name, with any sublease referred to legal.
