Marlborough City Council approves Moderna TIF deal in 11-0 vote

MARLBOROUGH — May 8, 2023 — Marlborough City Council unanimously approves Moderna TIF for $322 million Hayes Drive plant. The 11-0 vote, taken under suspension of the rules at the May 8 meeting, ratified a Finance Committee recommendation on a tax increment financing agreement covering Moderna TX Inc.'s purchase of a 24-acre parcel and new 140,000-square-foot biomanufacturing facility at 149 Hayes Memorial Drive. Finance Chair John J. Irish reported the company has committed to 200 permanent full-time jobs available to qualified Marlborough residents and is pursuing state certified project status. The council also approved a 9,387-square-foot rail spur parcel conveyance off Lincoln Street to the Marlborough Economic Development Corporation, and referred Mayor Arthur Vigeant's $188,751,024 FY 2024 budget — a 4.57 percent increase — to Finance, with a May 22 public hearing and working sessions May 15 and 16.
