Marlborough council approves $10.27 million in infrastructure bonds, denies Lincoln Street dog grooming permit

MARLBOROUGH — February 27, 2023 — Marlborough council approves $10.27 million in infrastructure bonds and denies a Lincoln Street dog grooming permit. The City Council unanimously authorized $500,000 for sewer, $1 million for water and $8.77 million for streets on Feb. 27, and approved a $100,000 PEG transfer to the Marlborough Cable Trust for WMCT-TV. A special permit for All for Love at 75 Lincoln St. was denied 11-0 on the Urban Affairs Committee's recommendation; Chair Kathleen D. Robey said the council "make[s] it easy for businesses to come to the city" but the location was "inappropriate." A 12-unit project at 272 Lincoln St. was approved 10-0 with conditions including billboard removal and Cashman Street widening, and Action Precision Machining at 269 Mechanic St. was approved 11-0 after an on-the-floor amendment barring overnight parking of commercial vehicles. Robey also previewed a Waltham-modeled zoning rewrite triggering affordability at eight units, with 15 to 20 percent of units restricted in perpetuity for households below 80 percent of area median income.
