Marlborough Council approves hospital expansion, proton therapy center special permit

MARLBOROUGH — June 23, 2025 — Marlborough City Council clears Marlborough Hospital expansion and $15.55M in capital bonds. The council voted 8-0 Monday to grant Marlborough Hospital and UMass Memorial Realty Inc. a special permit for an 8,000-square-foot emergency department expansion, a multidisciplinary clinic and a proton therapy center, with At-Large Councilor Kathleen D. Robey recused. Attorney Brian Falk represented the applicants; conditions cover site plan review, stormwater controls, shielded lighting and landscaping. Members also voted 9-0 to advertise four FY26 capital bonds totaling $15.55 million and approved a $226,882.36 transfer to fund the ratified MMEA contract. In the night's only split vote, the council renewed a junk dealer license for Dumas & Sons Secondhand Store 6-3 over Ward 5 Councilor John J. Irish's objections about outdoor storage; Vice President Sean A. Navin reported the municipal aggregation program saved residents "over $210,000" in the first quarter.
