Marlborough council opens hearing on doubling Green District residential cap to 950 units

MARLBOROUGH — May 22, 2023 — Marlborough council hears proposal to double Green District unit cap from 475 to 950. Attorney Brian Falk and Post Road Residential principal Andy Montelli told councilors phases three and four of the Executive Residential Overlay District project would mirror the 235-unit Borough and the under-construction Lodge, with 10 percent affordable units and a phased build-out extending toward the end of the decade. Montelli cited roughly $1.8 million and $1.9 million in one-time city fees from phases one and two and projected combined annual property taxes of $1.75 million. Councilor Samantha Perlman said she would be "nervous to continue to build on this side of the city" without further investment in west side fire coverage. The council separately voted 11-0 to transfer $1.44 million from undesignated funds into the West Side Fire Station stabilization account — money Councilor Kathleen Robey noted came from Green District phase two — and Finance Committee chair John Irish reported a 5-0 committee vote trimming $940,100 from Mayor Arthur Vigeant's $188,751,024 FY24 operating budget.
