Urban Affairs Committee opens review of Campus at Marlboro plan, keeps item in committee

MARLBOROUGH — October 25, 2021 — Urban Affairs opens Campus at Marlboro review but defers vote pending housing moratorium decision. Attorney Peter Tam, representing Greatland Realty Partners and Avalon Bay Communities, presented a 1.33 million-square-foot master concept plan for the 120-acre Results Way Sub-District 2, including four existing buildings totaling 525,000 square feet, four new life-science buildings, a 100-unit Avalon Bay residential component and 3,165 parking spaces. The development agreement proposes a $3,000-per-unit housing contribution and a $25,000 contribution toward a planned westerly fire station, a figure Councilor Orem challenged as too low. The chair said she would file an amendment exempting the parcel from the council's housing moratorium, noting "the mayor doesn't approve housing. This body approves housing." City Engineer Tom DiPersio recommended retiring the project's 2005 sewer permit reserving 50,232 gallons per day in favor of case-by-case site plan review. The committee took no vote; the moratorium hearing is Nov. 8.
