Urban Affairs Committee recommends denying Maple Terrace zoning change

MARLBOROUGH — February 3, 2025 — Marlborough committee recommends denial of 1 Maple Terrace rezoning request. The City Council's Urban Affairs Committee voted 3-0 Monday to recommend against moving the single RC-zoned parcel into the Marlborough Village District, mirroring a 5-0 negative recommendation from the Planning Board on Jan. 27. Trustee Justin Malay had sought the change to enable a denser three-family redevelopment with underground parking. Councilor Laura Doucette, who moved to deny, called it spot zoning: "I don't want to change the zoning of just one lot for the sake of changing for one lot." Chair Kathleen Robey said the original Village District boundaries deliberately "skirted" adjoining RC and RB residential pockets. Members pointed Malay toward a possible special permit under Section 650-18.A.9.e, which permits up to three units in RC if landscaping requirements are met. The full council could vote Feb. 24 or March 10.
