Council adopts $188.6 million FY24 budget, cutting mayor's request by $940,100

MARLBOROUGH — June 12, 2023 — Marlborough council trims mayor's FY24 budget by $940,100 and adopts $188.6 million spending plan. The City Council voted 10-0 to adopt a $188,651,024 operating budget submitted by Mayor Arthur Vigeant, a 4.04 percent increase over FY23 rather than the 4.5 percent the mayor proposed. Finance Committee Chair John J. Irish moved a $94,037.90 transfer from the undesignated fund to fringes — covering a shortfall in the 1 percent non-pensionable employee stipend — "subject to" the mayor funding a $4,590 assistant city clerk line and a $17,600 elections part-time clerk line. The council also cut the Parks and Recreation revolving cap from $1,275,000 to $350,000 and the Public Safety revolving cap from $203,000 to $120,000, with At-Large Councilor Mark A. Oram asking whether the reductions reflected "last year's performance or oversight." A separate $9,102 transfer funded the substance abuse coordinator through year-end.
