Marlborough council files Red Spring Road overlay request as zoning amendment dies

MARLBOROUGH — January 8, 2024 — Marlborough council closes Red Spring Road overlay and signs new aggregation contract at first 2024 meeting. The City Council voted 9-0 with one abstention to place on file attorney Brian Falk's requests to carry over and to withdraw the proposed Red Spring Road overlay district zoning amendment, order 23-100-8951; At-Large Councilor Mark A. Oram recused as a direct abutter. At-Large Councilor Kathleen D. Robey said the underlying ordinance died December 18 when it failed to reach the eight-vote threshold and no councilor moved to carry it over: "It's dead. So there's no need to withdraw anything." Vice President Sean A. Navin reported the municipal aggregation program saved residents over $1 million in Q3 2023 and $31 million since 2007, and announced a new First Point Power contract at 14.150 cents per kilowatt hour running February 2024 through November 2025, backed by 100 percent National Wind renewable energy credits. The council also placed on file mayoral appointments of Jason D. Grossfield, Ryan Egan, Heather H. Gutierrez and Police Chief David Giorgi, each 10-0.
