Marlborough council refers $10.27 million road bond to Finance after mayor's state of the city

MARLBOROUGH — January 23, 2023 — Marlborough mayor frames 11-year record, asks council to fast-track $10.27 million road bond. Mayor Arthur Vigeant delivered an extended state of the city address Monday, citing 18 percent home-value growth and an average $199 tax-bill increase against neighboring towns' $306-to-$4,373 hikes, then asked councilors to "expedite" his $10.27 million capital bond for street, drain and sidewalk reconstruction before spring. The 11-member council, led by President Michael H. Ossing, referred the bond to Finance Committee Chair John J. Irish's panel and ordered it advertised. Irish also pulled a $100,000 unemployment transfer from his own committee under suspension and the council approved it 11-0, splitting $50,000 each between the city and schools. Members separately accepted an $18,000 state recycling grant and $118,136 from the Executive Office of Elder Affairs for the Council on Aging. A public hearing opened on Alliance Health's bid to add 12 rest home beds at 720 Boston Post Road East; Director of Operations Mary Kilcommons called the all-women facility "very successful."
